The packaging and plastic manufacturing and retail sectors finished products industry in Libya is an essential part of the country's manufacturing sector.

The industry has grown over the years but still faces challenges due to the political and economic instability that has affected Libya. However, despite these difficulties, there are significant opportunities for growth, especially with the increasing demand for packaging in sectors such as food, beverage, chemicals, and retail. Approximately 90% of Libya’s plastic and packaging products and solutions are imported from Italy, China, Turkey, Egypt, and France.

Libya’s food processing industry is a vital component of its economy, focusing on essential products such as pasta, bread, and dairy products. The industry is composed of SMEs that face challenges in accessing finance and securing raw materials (BLBA, 2023). Foreign investors are recognizing the potential due to Libya’s strategic location and growing consumer base.

In 2023, the Ministry of Economics and Trade approved 16 new investment projects for this sector, targeting improvements in the food processing and packaging industry(LibyaObserver,2023). These facts highlight the current state and projected growth of the packaging and related plastic end products market in Libya, at least for the coming decade.

Market Background

Libya's commitment to revitalizing its petrochemical sector is evident through significant investments and infrastructure developments. In 2025, the Ras Lanuf Polyethylene Plant resumed operations after over a decade, marking a significant milestone in the country's industrial revival. The plant's reactivation not only meets domestic demand but also enhances Libya's capacity to produce polyethylene, a key material in the plastics industry. Additionally, the NOC has plans to expand and modernize its refining and petrochemical units, with an estimated investment of $10 billion.

The government's focus on industrial growth is further demonstrated by its initiative to increase the industrial sector's contribution to the GDP to 30% by 2030. This strategic vision includes the development of 14 industrial zones, aimed at fostering economic growth and attracting foreign investment. These zones are expected to provide the necessary infrastructure and services to support the growth of the plastics, rubber, and petrochemical industries.

Libya's strategic location in North Africa, coupled with its rich resource base and ongoing industrial developments, makes it an ideal venue for hosting North Africa Plast to enrich the rising plastics, rubber, and petrochemical sectors; and to showcase Libya's industrial capabilities in addition to attracting global investors and industry professionals, fostering collaboration and growth in these vital sectors.
